Salmiakin flavored honey product is completely FORBIDDEN, it may not be sold or marketed in Finland.
Additional instructions received from the Food Agency:
Ammonium chloride may not be added to honey, because honey is not mentioned in Annex I of the Aroma Regulation (EC) No. 1334/2008 under ammonium chloride.
In general, if no food groups are mentioned for the flavoring agent in Annex I, the flavoring agent may be used for all foods. If a food group/groups are mentioned for the flavoring agent, the flavoring agent may only be used in the amounts given for those food groups.
For flavoring honey, you can use, for example, the hot water extract of salmiakki sweets, which is an aroma product. EDIT: In addition, an exception must be taken into account in the application of Article 18 transfer principle point 1a of the Additives Regulation (EC) No 1333/2008, as Table 1 of Part A of Annex 2 of the Additives Regulation also prohibits the introduction of additives into honey along with another ingredient. This means that even though ammonium chloride can be introduced into the honey with salmiak sweets, the sweets are added to the honey there must be no additives.
We are very sorry about this and it is very sad that the favorite of taste honeys is gone.
